Ensuring a Free Appropriate Public Education (FAPE): Lessons from the Due Process Hearing Front
Dr. Mitch Yell is a tier-two State Review Officer in South Carolina who reviews due process hearings. Two important conclusions from his reviews: (a) the majority of hearings involve questions of free appropriate public education (FAPE), and (b) most FAPE issues involve procedural error, substantive errors, implementation errors, or a combination of those.
